| OIC SERVICES, INC. is the authorized agent for the National Council of Angolan Shippers (C.N.C.A.-Conselho Nacional de Carregadores de Angola). C.N.C.A. is the Angolan government agency that regulates the implementation of Decree No. 19/94, dated 28 January 1994, published in the Statue Book of Angola D.R. ,May 1994. The following is a summary of the National Council of Angolan Shippers' regulation: - All cargo destined to Angola has to have an import
license and every bill of lading has to be accompanied by a loading certificate. - Only the C.N.C.A. or its agents have the authority to
issue loading certificates. - Each bill of lading must have a corresponding loading
certificate. Without a loading certificate, cargo will not be cleared. - Each loading certificate has a specific serial number
that is duly signed, dated and stamped by the authorized C.N.C.A. agent. - To receive a loading certificate, the shipper has to
pay the following Harbor Data Processing and Loading Certificate Fees:

The above charges have to be collected at the moment that the cargo is loaded. Penalties for failure to comply with these regulations can result in a fine of US$5,000.00 per incident and a doubling of C.N.C.A. fees. For Namibe is 10,5 (berthing in high tides). No other restrictions. DELAYS - Luanda is normally congested (average delay 2 days).
- Lobito and Namibe are normally available. DISCHARGING RATE Luanda - Each terminal has 2 shore cranes discharging rate - 750 MT/ day- to trucks alongside. Working hours: 07H30/17H30 (1/2s ,s,excluded). If the receiver works during the night it is normally possible to discharge more 450MT, which makes a total day about 1.200 Mt/day. It's possible to work s/s/h as extra hours. Lobito- Discharging rate 750 MT/ day per wagon or truck. Working hours: 08H00/24H00 (1/2s,s,h excluded). First day operations steverdores stop at 20H00. It's possible to work s/s/h as ;extra hours Namibe- Discharging rate 400 MT/ day- to trucks alongside. Working hours: 08H30/20H00 (1/2s,s,excluded). In Namibe it is not possible to work s/h The mentioned figures above are depending on others facts as follows: - The capacity of trucks company.- It means if there are enough trucks to assist the operation of discharge and not obliged stops operations for missing trucks. The company trucks also have influence in the rate of loading;
- The localization of Warehouses receivers - means that some receivers have warehouses in dangerous locations that requires not moving trucks to such locations between some critical hours;
- The
quality and numbers of receivers warehouses- means that if vessel
discharges faster than the capacity of the receivers, it will cause a trucks congestion at receivers house, and the trucks begins missing alongside vessel;
- The shore equipment is normally more than 30 years old, which means that some stops for damage are frequent, ship crane capacity is important .
DOCUMENT The Agent needs the following documents: - Cargo manifest;
- Cargo plan and ship particulars;
- Copy of the B/L's.
The receivers need in advance the following documents, so the custom clearance and the payments can be done in advanced, before vessel's arrival: - Original B/L;
- Certificates of origin, quantity and quality and phitosanitary;
- C.R.F(cleaning finding report) by BIVAC
- CNC waiver. (Angola Shippers Council)
